The Inspection of Youth Offending (IYO) programme started in April 2009. All YOTs in England and Wales are being inspected over a three year cycle.
This replaces the previous Youth Offending Team Inspection programme which started in June 2003 and finished in 2008.
The IYO programme will have two tiers:
- Core case inspection which will largely focus on practice issues. HMI Probation will lead a visit to every relevant area of England & Wales over the next three years and examine a representative sample of case files in order to assess how often certain aspects of youth offending work are being done well enough (public protection and safeguarding).
- Thematic inspections focussing on national issues such as youth group crime (gangs) prevention and court work. It is anticipated that approximately nine or ten thematic inspections will be undertaken over the three year cycle.

- HMI Constabulary
- HMI Courts Administration
- HMI Crown Prosecution Service
- Ofsted/Estyn
