Salary: £46,506 to £57,553 (this position also attracts a London location allowance of £3,020)
Fixed-term appointment or secondment opportunity until end of March 2011.
To define, plan and manage the activities required to complete the delivery of the YJB’s resettlement programme as outlined in the up-dated business case, November 2009.
Specific Responsibilities
- Define, scope, plan and manage the activities necessary to deliver the resettlement programme, including keeping the business case under review, and recommending to the senior responsible officer, at least every 3 months, whether it needs to be up-dated.
- Use programme and project management (PPM) disciplines to manage delivery of programme objectives and benefits, manage risks and co-ordinate delivery of component projects and work streams.
- Provide leadership and professional support to project managers and work stream leads to ensure the deployment of PPM disciplines.
- Work closely with project and work stream managers to ensure that YJB, Government and youth justice system stakeholders are engaged and all business change activities are planned and resourced.
Key deliverables
- Review business case and benefits realisation plans at least every 3 months.
- Maintenance of up-to-date programme level milestone document and active management of slippage and quality delivery.
- Monthly programme level reports based on commissioned reports from project managers/work stream leads
- reports to other governance bodies internal and external to the YJB
- maintenance of up to date programme risk register and active management of risks to programme delivery
- maintenance of financial records as required by Strategy directorate and YJB finance team
- maintenance and production of other products, papers and any other requirements of the programme senior responsible owner.
Essential skills and qualities
- Knowledge PPM disciplines and methodologies.
- Understanding of youth justice system and the delivery environment.
- Track record of deploying PPM disciplines and methodologies for an equivalent programme.
- Track record of leading and managing in a challenging environment, prepared to take ownership and be accountable for delivery.
- Strong relationship building and communication skills. The ability to engage with internal and external stakeholders will be critical to success.
- Strong analysis and drafting skills. The ability to communicate clearly and succinctly on paper.
- Government security clearance.
