Salary: £26,345 - £30,989 (this position also attracts a London location allowance of £3,020).
The Contract Management team manages formal agreements and associated relationships with privately operated young offender institutions (YOIs), secure training centres (STCs), secure children’s homes and advocacy providers.
The role of this post will be to provide support to the three contract managers in the team, with a particular focus on supporting contract managers who are reviewing their contracts and to manage contracts as delegated by the contract management team leader.
The role will require regular contact with YJB staff in commissioning, placements and strategy teams and with other government departments and private providers. It will be necessary to attend meetings across England and Wales.
In order to ensure that similar contracts are managed consistently, it is necessary for the contract management team to be located at the YJB’s London office.
Specific Responsibilities
- Supporting contract managers in the management of contracts by resolving issues arising, liaising with providers and advisers (financial/ legal/ technical) and ensuring payments reflect service delivery.
- Under the guidance of contract managers, negotiating with contractors and providing advice and support to the head of contracts in negotiations with contractors, to deliver changes to existing contracts as necessary.
- Preparation of briefing notes and ad hoc analyses and statistics.
- Identifying from monitoring reports issues that need the attention of the contract team and taking appropriate action.
- Preparation of opening and in-year forecast out-turns and monthly profiles of expenditure. Monitor spend against budget and advise head of contracts of forecast over / under spends
- Contribute to the development of the procurement programme by passing on lessons learned from the management of contracts which may improve the commercial terms and/ or output specification for future contracts.
- Drafting responses to Parliamentary Questions and briefings.
- Administering the certification of custody officers and making decisions as appropriate.
- Providing general support to contract managers and to the head of contracts as required in the delivery of the YJB’s aims and objectives.
