The Scaled Approach and Youth Rehabilitation Order - Information Leaflet

This leaflet gives a basic overview of the Scaled Approach and the YRO. You can order free copies of the leaflet from our publications area, or by calling our distribution house on 0300 688 0012, quoting stock code B428. Orders are limited to a maximum of 300 per order.

Youth offending services are welcome to copy all or part of the text and reprint with their own design if they wish.

Implementation

Each YOT has identified a Scaled Approach and YRO lead [95Kb Word document; opens in new window] in their team who has helped guide their YOT throught the introduction of the Scaled Approach and Youth Rehabilitation Order (YRO). They will continue to help to sustain the changes after implementation. Secure estate governors, managers and staff will receive information directly from YJB colleagues though may also find an internal single point of contact useful.

This implementation page will change to include new information available about the Scaled Approach and YRO. Most of the supporting material to support the Scaled Approach and YRO leads will be available online. It will be listed in the table below as it becomes available. This is a working area and information will be added over time.

Scaled Approach implementation

The table below contains a set of resources that will aid YOTs with the implementation of the Scaled Approach.

Note that many of the PowerPoint presentations have instructional notes panes attached to each slide. This online version is for reference now the briefings have taken place. Note this is an updated version of the pack - amendments have been made to reflect changes to ISS criteria.
SA15	Scaled Approach and YRO YOT briefing events - Answers (Amended for ISS).doc [233Kb Word document]	This document provides YOTs with the answers and discussion points for the exercises and activities undertaken during Scaled Approach and YRO YOT briefing events held between 26 August - 8 October. The table facilitators were working from this document to ensure consistency at the events. YOTs should use this information if they choose to deliver the same exercises and activities in their service. Note this is an updated version of the document - amendments have been made to reflect changes to ISS criteria.
SA14	Scaled Approach and YRO YOT briefing event PowerPoint presentation (Amended for ISS) [2.3Mb PowerPoint presentation]	This document is based on the Scaled Approach and YRO YOT briefing presentation used for the events held between 26 August - 8 October. This presentation should be used in conjunction with the briefing pack (SA4) and can be delivered to all YOT staff and adapted for volunteers and panel members where applicable. Note this is an updated version of the presentation - amendments have been made to reflect changes to ISS criteria.
SA13	Packages of Interventions Tool - template.xls [97Kb Excel spreadsheet]	The Packages of Interventions Tool has been developed by the YJB in conjunction with one of the pilot YOTs and the Operational Working Group. It can be used as a template for YOTs to replicate their own services. It will enable a YOT to map their available intervention across Scaled Approach intervention levels and YRO requirements and identify where suitable provision is available and where gaps in provision exist. The tool will assist YOT practitioners in making their proposals to court through court reports. The tool will be demonstrated and used at the YOT briefing events between 26 August - 8 October.
SA12	Scaled Approach - quality assurance checklist [102Kb Excel spreadsheet]	The checklist should provide YOTs with suggested areas for reviewing quality assurance in current practice in light of the introduction of the Scaled Approach and YRO.
SA11	Scaled Approach - quality assurance briefing [1.5Mb PowerPoint presentation]	This presentation can be used to support a workshop for operational managers and other relevant staff, to review quality assurance processes taking into account the Scaled Approach and the YRO.
SA10	Scaled Approach - briefing for secure establishments [79Kb PDF]	The Scaled Approach will be used when young people are on the community element of a custodial sentence, a Referral Order or under a Youth Rehabilitation Order. This document briefs secure estate colleagues on the implications of the Scaled Approach and also the Criminal Justice and Immigration Act 2008.
SA9	The YRO stakeholder contribution checklist [100Kb Word document]	This document is designed for YOTs to use in thinking strategically about who you need to engage with locally to deliver the 18 requirements. It should only be used having read the instructions at the top of the document. Note that this is only a suggested checklist and should be adapted for local use.

The YJB is providing briefings, guidance and training – most will be available on the website. This support will be delivered regionally and in Wales with support from YJB regional and Wales implementation leads who in turn will work with the Scaled Approach and YRO lead in the YOTs. In broad terms, the support includes:

Open University training, commissioned and funded by the YJB, will cover the core skills of assessment and will provide an understanding of how high quality assessment is integral to the success of the Scaled Approach and the YRO.
Briefing material to enable you to talk to your stakeholders and partners about the Scaled Approach and YRO.
We will also be providing formal briefings on the Scaled Approach and YRO during 2009, in the run-up to implementation. Details will be provided through our bulletins and the website.
We will be using the results of the Youth Justice Planning Framework validation process to identify and provide targeted support to the YOTs who most need it, through our regional and Wales teams and our consultancy service.

Operational Working Group

We have set up an Operational Working Group [49Kb PDF; opens in new window], for a fixed term, comprising of representatives from YOTs and secure establishments to ‘road test’ products (guidance, implementation support documentation) and explore operational scenarios (case studies and guidance to support complex cases) to help support the effective implementation of the Scaled Approach and the YRO.
