The Juvenile Awareness Staff Programme (JASP) has been introduced into the secure estate for children and young people to address a lack of specialist training for staff working with children and young people in custody. It encompasses Prison Service Order 4950, and has been informed by training needs analysis in the juvenile estate and YJB research into effective practice.
It is a programme which will ensure that staff working with children and young people are properly skilled to carry out their functions in a safe and professional manner.
The programme has been developed in consultation with the YJB, the Prison Service Women’s Team and Juvenile Group, learning consultants and other key stakeholders in youth justice, such as the Trust for the Study of Adolescence.
JASP is essential training for all staff working with children and young people in custody and will be delivered to those staff who work more than 50% of their time with juveniles.
Structure and delivery
JASP forms part of the National Qualifications Framework in Youth Justice (NQFYJ) and is the main contributor to the YJB Corporate Target 6, which states
“The YJB will help 80% of youth justice workers gain the Professional Certificate in Effective Practice (or equivalent under the National Qualifications Framework) by March 2006”
JASP is a seven day modular programme and is broken down into two phases as follows:
JASP Phase 1
1 day – child protection
2 days – training delivered by Trust for the Study of Adolescence
JASP Phase 2
½ day – mental health
½ day – substance misuse
1 day – vulnerability assessment
1 day – resettlement and training planning
½ day – managing difficult behaviour
½ day – safeguarding
JASP will be delivered to staff as part of the establishment Training Plan. Each establishment has been funded by the YJB to assist with facilitating training hours
Trainers
Establishment trainers have been selected by governors and training managers to deliver the JASP programme. Those selected will have attended a five-day ‘training for trainers’ event to equip them with the necessary skills to be able to deliver the package. Previous training experience was recommended.
Access and further information
Staff will be able to access JASP over the next three years through a rolling programme of training.
All staff must attend JASP 1 before attending JASP 2. They will require the knowledge gained in JASP 1 to complete JASP 2 successfully.
An assessment will be undertaken by candidates following each module to assess learning. An appeals procedure is also in place, should a candidate wish to appeal against any aspects of the assessment marking.
Upon successful completion of both phases of the JASP course, candidates are issued with a Certificate of Completion.
