The shared programme of reform, Every Child Matters: Change for Children is designed to improve outcomes for all children and young people, by bringing together justice services with other local authority, health and voluntary services. The programme focuses on the following five outcomes considered essential to well-being in childhood and later life:
- being healthy
- staying safe
- enjoying and achieving
- making a positive contribution
- economic well-being.
