The framework was first rolled out in August 2005, relating to the period April-June 2005. It is updated every quarter, and is designed to provide a comprehensive assessment of YOT performance against a range of performance measures. The different components of the YJB’s performance framework are intended to ensure the YJB’s corporate aims and objectives for the youth justice system are delivered. It provides the following:
Within the framework, the various areas of YOT performance are weighted as follows:
- General: 5%
- Recidivism: 15%
- EPQA: 25%
- National Standards: 25%
- Performance indicators: 30% (see below)
The weightings and other aspects of the framework have been adjusted to reflect feedback from YOT practitioners. See below for details of amendments made to the framework since its inception.
The YOT performance framework is issued in a draft version three weeks after the YOT data return deadline, and the final version is issued one week later. The framework is then not updated again until the following quarter. During the one week window following issuing the draft version, the Information Team continues with data quality and consistency checks. YOTs can report any inconsistencies in this period, but can not resubmit data. Future dates for issuing the framework are as follows:

Data quality
The introduction of the YOT performance framework has allowed greater focus on the quality of the data. Data sets for which data has not been submitted or seems to be of poor quality are indicated on the 'General' tab of the framework. These areas will not count towards the General score, although we will consider scoring such areas in future.
Indicated YOTs are required to resubmit this data to data.returns@yjb.gov.uk, by the end of the quarter, indicating clearly in the email which data they are resubmitting. We will contact relevant YOTs to remind them of this requirement.
Performance indicators for 2007/08
- The YJB will focus on a smaller set of performance indicators for YOTs that focus on outcome measures and reduce process-orientated ones. The Asset, PSR and Parental Satisfaction measures have been discontinued, while Final Warnings, Victim Satisfaction, and DTO Planning are retained.
- To help reduce the reporting burden, YOTs are no longer required to track and report on the 24-month re-offending cohorts, and only need to focus on the 12-month cohorts.
Amendments to the framework
For the April-June 2007 release, the main changes are as follows:
- Asset and PSR KPIs and Parental Satisfaction have been removed.
- Thresholds for the new Remand measure have been set at 9%/14%/18%
- Thresholds for the new RJ measure have been set at 25%/17%/12%. Note that data for the previous financial year for this measure uses the count of disposals closing used for the parenting indicator as a proxy. This count has also been used to check data quality of the RJ disposal count for current data
- Parenting (prevention) has been added, and thresholds for this and for Parenting (disposals) have been set at 20%/13%/7%
- Substance Misuse thresholds have been raised to 95%/70%/50%;
- Thresholds for KPI Levels 1-5 have been lowered to 90%/80%/70%/60%
- The EPQA KEEPs for APIS, ETE, FWs, Parenting are no longer scored on final rating or improvement. The EPQA rating is composed from Resettlement, Remand, Mental Health and Substance Misuse ratings (final if available, otherwise base). EPQA improvement is based on these KEEPs where final scores are available. Weighting for EPQA has reverted to 12.5% for ratings and 12.5% for improvement sections.
