The Annual Performance Assessment (APA) assesses the council’s contributions to improving outcomes for children and young people. It was carried out for the first time in 2005 and judgements are published on the Ofsted website [opens in new window].
With the local government reforms and the introduction of the Comprehensive Area Assessment (CAA) from April 2009, 2008/09 will be the last year of the APA process. The vast majority of YOTs in England will be required to complete and submit an APA template to the YJB by 20 May 2008.
We have negotiated a reduction with Ofsted in the amount of information required and YOTs will only have to provide commentary on three data sets instead of seven:
- Preventing Offending (National Indicator 111)
- Reduce Re-offending (National Indicator 19)
- Education, Training and Employment (National Indicator 45)
YOT managers are required to complete a template to provide commentary on the three data sets and provide details of funding, management group and practice issues. YOT work for the APA will directly contribute to the self-assessment and improvement plan and should not involve additional work.

The following YOTs will not have to complete an APA Template:
- Block 17 - Bradford, Bury, City of York, Croydon, Kent, Leicester and Walsall
- Block 18 - Darlington, Halton, Middlesbrough, Shropshire, Solihull, Southwark, Surrey and Tower Hamlets.
- Block 19 - Bath and North East Somerset, Cornwall, Lancashire, Nottinghamshire, Redcar and Cleveland, South Gloucestershire, Telford and Wrekin and Waltham Forest.
- Block 20 - East Riding of Yorkshire, Norfolk, Portsmouth, Sutton, Tameside and Warwickshire.
- Block 21 - Blackburn and Darwen, Essex, Lambeth, Oldham, Reading, South Tyneside, Stoke on Trent and Wokingham.
