Monitoring Performance
The YJB monitors the secure estate to measure how well each unit performs against what is has contractually agreed to and our own standards, and YOTs, in order to gauge their performance and gather information that can be used to continually improve their effectiveness.

This area also contains guidance on dealing effectively with serious incidents; information on how local area agreements (LAAs) are implemented and monitored; and information on the new performance assessments of children’s services introduced as part of the Every Child Matters programme of reform.

Prevention
We are aware that there are youth crime prevention programmes, which, while following YJB guidelines, operate without YJB funding. We are keen, with YOTs’ agreement, to include such programmes in our performance management framework. For criteria and a template to complete for inclusion, go to our Prevention area.
Note that from 2006-07, YOTs must ensure that they incorporate all the services financed by the 2005-08 prevention programme additional funding in the Youth Justice Plan. This will then be used as part of prevention programmes' monitoring, evaluation and quality assurance processes.
