ICT in the Youth Justice System
Changes to Her Majesty's Courts Service (HMCS) IT system
YOTs may need to make new arrangements with local courts to receive information due to changes to HMCS IT systems.
HMCS has begun the national implementation of LIBRA, a national case management system that will replace all local systems.
YOTs may have agreements with local courts that allow access to these systems to see court lists and results for young people that they are managing. When LIBRA is installed, access will no longer be possible from YOT offices.
This is because LIBRA will be part of the Government Secure Intranet (GSI), and only organisations with GSI accreditation will have access to it. Local authority IT systems do not have this level of security.
YOTs will need to agree alternative methods to access local court information, and managers are advised to contact HMCS at the earliest opportunity. Details of local HMCS contacts are listed below.
The YJB is working closely with HMCS to help improve the exchange of information between courts and YOTs. Some possible short-term solutions include:
- HMCS sending court lists and results to YOTs via Secure eMail
- HMCS allowing a YOT staff member access to LIBRA from a specially designated computer that is connected to the GSI network (from a local HMCS office for example)
- HMCS faxing the information to YOTs (the YJB has already advised that this would be an unsatisfactory approach).
The YJB is considering a number of long-term solutions that will automatically send court information to YOTs.

It is important to note that these changes will not affect use of XHIBIT, the case management system used by Crown Courts.
