Following a review, we have identified a need to develop provision for young people on long-term sentences, as these young people have requirements significantly different to those on DTOs. These differences relate to both the young people themselves and the nature of the sentence they are serving.

Work is now under way to develop a distinct case management and sentence planning process, which recognises the distinct needs of young people on longer sentences. This is particularly important given the continued use of the Life Sentence Planning (LSP) paperwork in the young person’s estate, which is now obsolete in the adult estate.
A working group formed of practitioners from the secure estate and the community will assist the YJB and NOMs to develop a new approach to working with young people serving long-term sentences and will also look at the specific regime requirements for this group of young people.
