This area sets out the new procedure for sending essential information on children and young people remanded or sentenced to custody to the custodial facility they are sent to.
Previously all regions and Wales sent this information in paper ‘yellow envelopes’, accompanying children and young people remanded or sentenced to custody.
Since May 2007, YOTs in some regions have been using the Electronic Yellow Envelope (Eye) [opens in new window] process alongside the original, paper yellow envelope process for all young people placed in secure establishments. By March 2008 all YOTs across Wales and England will be using Eye.
However, from 18 February 2008, to avoid duplication, there will be a change to the current process. Starting with the North East and Yorkshire and the Humber regions, YOTs will stop sending all documents in the old, paper yellow envelopes.
A new Secure Escort Folder will be used by escort providers to carry only the court warrant and the Placement Confirmation Form sent by the YJB Placement and Casework Service Team. The escort must not set off for the secure establishment without these two documents, unless expressly authorised to do so by the YJB Placement and Casework Service team.
If there is a failure in the electronic means of communication, the Secure Escort Folder may also be used to carry other documents that the YOT worker wants to send to the secure establishment.
All regions in England and Wales will move to the new process and cease using paper yellow envelopes by 2 June 2008.
