Court of Appeal decision on good order and discipline
The YJB has written to all secure training centres (STCs), informing them of the Court of Appeal decision on STC rules regarding good order and discipline.

The decision has quashed the Secure Training Centre (Amendment) Rules 2007, which permitted removal from association and physical restraint to be used, as a last resort, for the purpose of ensuring good order and discipline.
As a consequence of the Court’s ruling, neither removal from association nor physical restraint may now be used for the purpose of ensuring good order and discipline.
This change comes into force with immediate effect.
The STC rules [opens in new window] now revert to the wording prior to the amendment made in 2007 in statutory instrument 2007 No. 1709.
The YJB will be monitoring STCs closely to ensure compliance with the STC rules and with the contract in this regard.
